Content Store- Reason for price disparity?

Anyone that can tell me why there is a different price on the content store from the price on the site?
Example
New York Central 10a 2-8-2 is listed as $3.75 in the Content Store Window. Click on it, and when the website opens to buy it, the price is $14.00

Reason????

I assume because the content store is still a work in progress as they are still making changes to it. Plus there is a unannounced early black Friday sale according to the Trainz Plus page.
