I tried to actually model the clips in Gmax for one manufacturer's rail anchor, but the poly count got way way too high to be of any practical use. My thought was to make a small box without a bottom or one end as they are hidden and then use a top down, an end and a side picture of the clip and see if I could get that to look OK when seen from some feet away. If I also removed the chamfered bevel from the top of the tie which you can hardly see anyway I might be able to keep the polys within reason...and of course use LOD. Just do what you can Mike if you are so inclined and get the chance.
PS When I was a teenager my folks used to rent a house in Point O Woods across from Rocky Neck, and I used to walk down to the mainline to railfan. Used to count cars on the freights which we could see from the porch of our house across the water. No electrification then of course.
