Commodities levels?

Hello all,

I am new to Trainz and have been enjoying it immensely (TS2009WB). I have a small issue, though. I am running a route that has a fuel terminal at a shipping port. This is the only place to get diesel on the route. Several other industries along the route have waybills for diesel that I am trying to fill. My problem is, the terminal has no diesel and I cannot figure out how to add more fuel or create a ship delivery of fuel. Any help would be very much appreciated. Thanks!

Try adding an oil refinery or oil field from the list of available industries in surveyor.

The terminal has no diesel because none has been delivered from an outside source which is what the refinery is used for.
