Yes there is. It's irc.auran.com and then enter /join #trainz.

There are 2 ways on how to connect to IRC. One way is by using the java version which can be found here. The other way to connect is using an IRC client and if you have one then see here.

It's not really a URL in the Web sense. Try downloading MIRC which is an irc client. It's basically free as I understand it but after 30 days you may get a request to make a donation or whatever but still remains free.
