CDP downloads unpacked/unzipped like Zip file

I would be grateful for some help.

An existing web site> Trainzone-1.com
Original hosting> mine on Godaddy
Domain name> Trainzone-1.com

Full copy made of all content.
I cancelled my domain.

Mike registered the same domain as new account on Godaddy.
He created new hosting as Trainzone-1.com. Host OS is Linux
All content was copied into new host file.

Problem> Any attempted downloads now result in a page of text as the CDP is delivered unpacked and no longer usable. I have tried various versions of Web-config to no avail.

There have been no changes in the Trainzone site code.

Files can be downloaded normally by any method except with Internet Explorer.

Fles can be downloaded normally with IE from another hosting site, not Godaddy.

Why?

That sounds like a MIME type issue to me. I can't remember exactly which one it should be, but CDP files do make use of a specific MIME type from memory.
