Carrate tags

What is the minimum carrate tag for a freeway and can you use decimals? I'm editing the USfreeway roads by atilabarut (really useful I would download them) and I noticed their carrate tags are 1 when I thought the minimum was 3. Also is there a maximum speed for traffic?

I think the carrate is number of vehicles per minute - the Trainz Classics Content Creator's Guide explains it properly.

Speed is in metres per second - I've never tried over 60mph, but I'm sure you can go faster...
