Can someone provide me a working link for Trainz Car Tweaker

Ive only found version 1.0b on http://www.gaurc.us/index_files/software.htm and when installing it says it requires net framework 1.4, however im on v3.5. I have it installed fine on another pc from awhile ago, but im having problems with windows on that pc so I cant use it. Can anyone offer anyhelp?

Older .NET frameworks can be installed simultaneously with new ones, so it may be best to try .NET framework 1.4 and then go from there.
