Can I merge the Andrushivka-Vinnitsa route with Balezino-Mosti?

If both or either of the two routes are DLC payware then the answer is NO.

However, you can try cloning both routes and merging the clones (but I have never tried this to confirm if it works). The original DLC routes MUST be present and installed on your system for the clones to work.

Clones of DLC routes can't be merged either. I tried a while ago. If ggggudio wants, he can clone the routes and one of the sessions and install iPortals. These will allow him to connect the routes without merging. They work okay in TRS22, but there's a bug introduced with a service pack that limits the functionality by removing the manual control from the portal.
 
I just bought the Harvard, IL commuter route and I tried adding a baseboard at the end past Harvard and it gave me a box asking if I wanted to unlock the route and I clicked yes. The baseboard then appeared. I was also able to save a copy of the route with my ID. Are some routes on the Trainz Store more protected than others? In 2019 you could edit built in routes but not merge them.

Yes, some routes are unlocked and are freely editable just like the old days. For the other DLC routes, not completely unlocked, you will have an alias to the original route plus your edits and additions. With these routes, you can't merge them and if you share the routes on the DLS, anyone that downloads them will need to have purchased the route in order to see your modifications.
