JR has UP SD60Ms, and it does look like you'll have to reskin one yourself, unfortunatly. They are payware, and are $10.

Do remember that if it is JointedRail, you can not share it without violating the EULA.

The End User Licensing Agreement for just about any piece of payware and a good amount of freeware says that you can not modify and distribute it, that for the most part includes reskins which is what seems to be going on now with this.

i dont know if he got permission or not all i know is that he has a reskinned SD60M

There are ways. If it's for personal use only, there's not much that can be done, but if it is released, it can result in a lot of trouble, especially with payware.

Ok i just changed the horn on jointedrail sd70ace #1067 to the bnsf k5lla from hornz.yolasite.com for my own use

That should be OK then as long as you do not share the assets without permission from the asset's creator.

Yes they can find out very easily if you share. If it is for personal use then its fine if you change things.
