What is the best to re skin NS_37's F7's?

Regardless of what the content is, reskinning can be accomplished with just about any paint program. For best results use a program such as Photoshop, Paint Shop Pro, The gimp or any other software which allows the use of layers.
Having said that though, some content is not intended or created with the intent to be reskinned. My first Steam loco used simple colour patches and as a result, changing on colour patch usually had unwanted results on parts you may not want changed.
Most content is created with a proper skin though so should not be a problem.
