Speed limits are in miles while locomotive meters are in km/h. Is this normal?

It could be a reflection of the real situation. Australia converted from Imperial (feet, miles, pounds, etc) measurements to metric (metres, kilometres, kilograms, etc) during a long change-over period that started in 1971 and was completed by 1988. So the route covers that change over period.

My initial thought was a missing road bridge but closer examination, specifically the road guide posts in "the ditch", seems to indicate a terrain problem - I am guilty of that myself.
