Adjusting Maxspeed In Configuration

So I noticed the Amtrak Metroliner Cab Cars use the default enginespec. When in AI Driver Mode, the fastest I've seen it go is 69 mph. I can get it to 79 mph with no problems. I used the maxspeed range from the B32-8WH which RRMods provides. It still won't budge. What am I doing wrong and how can I fix it? Here's what I'm using:

In your session or when you edit your session, you can change the engine spec to whatever one you want to use. There could also be other factors causing the slower speed such as signaling and or junction alignment.

The signals are all clear because there’s no other train in the block. It’s a straight and level line. As for junction alignment, that’s not an issue. I made sure of that when designing the route. When in CAB Mode it gets up to speed just fine. Perhaps I need to just switch out the engine spec entirely.
 
It's not increasing the speed. In fact it started out at 74 mph and has withered down to 62 mph. I'm playing right now. Not sure what else I can do to fix this problem.

More frequent signals. If your signals are spaced too far apart, the AI will slow down.
