Not in Surveyor 1.0 (or Surveyor Classic). The new baseboards (tiles) will be added at 0m elevation and you will need to use the Terrain height tool to adjust their heights.
In Surveyor 2.0 baseboards are added using the new Marquee Tool at the elevation specified in the Height setting found in the Tool Options palette. You can also add multiple baseboards simultaneously instead of one at a time as in Surveyor Classic.
