"A" to stop carriages

I found in an older thread the hint to press "a" to stop a wagon running down a hump while shunting. Why does this only work sometimes? It is frustrating to see rolling stock smash into rail ends. especially heavier vehicles. Are there other tricks available, as the "a" only works once in a while? Are there any retarders available outside the hump kit?
 
As far as I know it does work. Remember to hit the "A" key only once. If you hit it a second time it releases the brake.

Topae's Rampenbremse (kuid:143205:23001) is built in to 2010 and is a trackside item that you position like a trackmark (in fact it looks like a trigger inside a trackmark) and you can specify the speed to be braked to (in kph). If you specify 0kph then the handbrake is applied. Stationmistress' Slip Coach Demo will show you how it can be used to apply progressive braking by using several in series with progressively reduced set speeds.
