A route with no track

I have been looking for a route that I can't find anymore. It was a rout or basically a map with every including terrain, textures and scenery but does not have track so it isup to the person making usung this route to place track. This route was a midwestern route that was based in the late 1800's in the midwest. Had many areas but one that resembled an area along the mississippi river or missouri river and had a steamboat. I believe the name is similar to Timeline basemap, not for sure though. I can't find the route or the website it was on after googling for a while. Does anyone know where to find it. Or another route similar that has all scenery but no track to build on?

Was this part of the U-Make series, which came out in the TRS2004 days?

I checked there but I originally found the route on google. I think the website url had "georgia" or "atlanta" in it but I can't quite remember because it's been a year since I last found it. Also I think the route is "newer" than 2004 because it had profig trees and just seemed newer than 2004

That would make it TS2010 vintage.
