I'm running on the route CajonPassExtreme also, however I have the problem that although the signal gantries are present in the correct places, there are no actual signals on the gantries.
At the Swarthout Canyon crossing there is also a piece of road missing too (Where the horse and rider are), plus, near summit there is a creek crossing that just has the lines but no ties beneath.
The route is shown as missing some dependencies, so I guess those are the missing parts.
How Is your copy of the route showing up?
