Are you asking about getting TRS22PE installed? If so then check the Trainz Store ("Store" link at the top of this page) and click the "Trainz A-May-Zing Sale" banner (while the sale lasts).
Are you asking about transferring all your TRS19 content to TRS22PE once you have it installed? TRS22PE comes with most (if not all) the TRS19 content built-in. Click the Migration link in pdkoester's poster above for other methods.
