I'm pretty sure that's the case, yes. What WCL is saying is that he took the model from a set of cars orignally made for OpenRails, and converted it to a format that would be compatible with Trainz. He can't publish it for the rest of us to play with unless he gets the okay from the original author, though.Don't they just do OpenRails stuff?
