I think it is more that written English uses the same character for both ways to pronounce the sound of "c". The "c" in carry sounds like a "k" while "c" in circle has a softer sound.
Ever heard of the phrase Anglo-Saxons? They were German speaking and invaded England many years ago. English absorbed many of their words but at the time writing was comparatively rare. Only in later times did these words get written down by scribes and the local accent sounded more c than k to their ears. ough for example in bough which many native French speakers complain about was introduced into written English by French scribes when the Normans invaded England.
