You might want to fix your locked-out.html page
It says that not agreeing to the terms results in a website ban, but I could still access the site. Also, it isn't illegal to not agree to the TOSs. You may want to change it to something like this:

You can't access this website content if you don't agree to our terms of service (TOS).
