Window mode off screen at the bottom?

Anyone else? If I am in window mode, the screen is off the bottom of my monitor and I can just barely click the very top edge of the "buttons" IE download, sessions, etc. But when full screen, all is well. I tried to set my screen size smaller in NVIDIA settings but it just shrinks the screen view area, and the problem still persists at the bottom. And trying to move the window up, it refuses to move, as if it is attached to a rubber band.

Dell XPS 8700, Win 7 Pro, Core i7 / 4770 3.4 GHz- 16 gig ram, EVGA 1070Ti, two - 2 TB hard drives.

First set your monitor to its recommended default refresh rate and resolution. (For example: 1920 by 1080 @ 60Hz) Check what yours is from the maker's setup manual).
Make sure that TRS19 reflects that correct size and refresh rate in the General tab of Trainz Settings accessed from the Launcher.
Make sure that Windows 7 reflects that in Control Panel Display settings.
Use the [Alt+Enter] keyboard combo to toggle between full screen and Windowed in TRS19.
 
OK, yes ALT+ENTER flips, but just wondering why it is happening in the first place. Work arounds are good too though!

Do you use Multi-Monitors?
I do. I have three, side by side. When I run in fullscreen, TRS moves my right-hand display contents to the right. The left display is unchanged.
This is because my desktop resolution is 2560 pix wide. My fullscreen resolution is only 1600 in TRS. Windows has to compensate for the difference. So it pushes the contents of my desktop over.
I don't know why windows does this.
So if you're running multi-monitor top and bottom, that may be why you're having this issue.

Yup, running multiple monitors. And what you describe is exactly what is happening. ALT+ENTER, works very well.
