You don't say what mixture of memory sticks you have. Is it 1 x 2 Ghz and 1 x 3Ghz RAM or something different? Normally you shoud use identical RAM, i.e. 2 x 2 GHZ or 1 x 4 Ghz depending on what our motherboard will handle.
However your computer is showing:

Total Physical Memory 5,121.00 MB
Available Physical Memory 2.09 GB

So, your PC is recognising the 5Ghz. You need to look at your task manager or type in msconfig in your Start - Run panel and see what is chewing up your memory.

Looking at the other information you've listed, you are only running a 32bit version of Windows XP. As such, it will only be able to see 3GB (3.7GB if I remember right) of RAM. You can put all you like in, however only 3GB will be accessible/usable.

If you want to be able to use more than 3GB of RAM, you will need to upgrade to a 64bit operating system.

This may help if you have WIN7Pro or Ultimate (32bit). http://forums.auran.com/trainz/showthread.php?82596-Performance-Increase-For-All
