why do some models have cab sway and others don't?

One of my favourite features of Trainz is cab sway.

I was wondering why some models have cab sway on a certain route, and other's don't. I even experience a difference between re-skins of the same locomotive, example Rumour3's Br Class 31. The green model does not have cab sway while the blue one's do.

Is there a way to set/program cab sway on locomotives?

The sway function is a file in the engine folder. Look at some of Colorado71's Lima's. They sway, I'm almost positive. Look at the file in Explorer and look around. You'll see what I mean.
