Where is Message Popup rule in surveyor?

I do have message popup as built-in, but it does not show up in surveyor. Should it show in Driver Command? It is not there, and I don't know where to look. A session without messages is no good.

Chose Edit Session, then add the rule. Make sure you save the Session with a name.

The Message Popup Rule is a Rule. It appears in the Session Editor not the Driver Command Bar.
