remove car tagger rule

I am running 2019 Platinum edition. I tried the car tagger rule on a couple of routes, but I find it does not meet my needs. I deleted it from the session, saved, and quit the game (including the launch window) and restarted.
Car tagger is still on the routes. I get the car tagger window when clicking on a vehicle.
How do I completely remove this?

You did delete it from the "right" session?

I've made that mistake before and went nuts trying to figure out why a rule was still active in a session I thought I had deleted it from.

Hi John,
I only have 1 base session for the route and 10 saved sessions. The rule is no longer listed in the base session. I checked in a couple of saved sessions and did not see it. But if it is gone from the base wouldn't it it be gone from the game sessions?

No, each session saves the game with all content at the point you saved. Only items on the route layer will change when you edit any of the sessions. One session can not change other sessions.
