That looks like one of the vehicles from HP Trainz. I think it's either from their Marias Pass X (may be earlier), or maybe one of their Christmas offerings.
Search "hp auto" or just "HP" under objects. There are many great cars that I think are built into the game because I don't have any of the Marias Pass routes!
