Can someone please tell me what this is?



I have seen it at a railway station in the Blue Mountains and at Golburne (sorry if I spelt it wrong).
 
I don't know but I can speculate a bit. Are they always yellow? Perhaps that rubber like piece can be replaced with another color from time to time?
Or not.:o

I notice it is tilted. Perhaps it is to be "read" by some machine rather than a human? I supose it is track side so it can be "read" from a train. Why would a human require it be tilted?

It looks like the warning poles they use when there are underground power cables nearby. You may have missed it, but maybe the plate had direction arrows engraved in. The yellow border would allow workers such as bobcat operators to see it from a distance and take note. I'm guessing that the edges are soft so that people walking past won't injure themselves if they hit it. Would I be right in guessing that the post is a metre or less high?
