What is this? Looks like water but i diden't place it in the route.

That is a water layer. A water layer set a 0m is added by default. If you don't want it (and you are using Surveyor 2.0 in Trainz Plus or TRS22PE) then simply open the Layers Palette, right mouse click on the layer that is named "Water" (it is in the Effect Layers Group) and select Delete

Classic or S2.0 it is still a water layer. I have forgotten how to remove effect layers in Classic.

Set the size of your brush to suit.
Click on Topology tool.
Click on the delete water button.
Use the brush to "paint" over the water to remove the water.

Instead of a right click and a left click in Surveyor 2.0 - its no surprise then why I could not remember the Classic steps.

Sometimes the new way is a bit more complex than it should be. It's too badthe new water couldn't be placed the same way as in Classic.
 
I am guessing that you are referring to the old painted water texture, now called legacy water. That is not an effect layer like TurfFX and Clutter.

The new method is a full Effect Layer. You can have multiple water layers each with a different colour and surface effects. The fact that the layers cover the entire route allows you to raise and lower them as required. In my opinion, a much better system.

Yes, it is a much better system, but in some ways difficult to manage depending upon the circumstances. I noticed some really odd interactions with the terrain and slopes where the "water" actually went up in the air before going down a slope as if the water was gushing out of a spigot.
