Surveyor 1 water layer???

Never ran into this before.....what is up with the water? I am trying to lower the ground to add a river and I get this horrible blueish thing with the edges flickering. How do I get rid of this crap?
 
I don't have 22, but the water surface is animated to have ripples. Shallow areas end up fluctuating between above ground and below ground. I'm not really a fan of that animation, but I suppose it makes the water look more realistic.

That is probably the Water Effect Layer which, by default, sits at or just below 0m so when you lowered the ground to create a river you exposed the layer. The "flickering" may be because of ripples (as mentioned by @OddRails above) or because the water height is right at the ground surface boundary.

It is easy to fix, just delete the Water Effect Layer and add a new one (if you want one) at a lower height. See the forum thread https://forums.auran.com/threads/working-with-water-height.180961/ for the details. In Surveyor 2.0. In Surveyor Classic select the Edit Effect Layers from the Display menu then select the Water Layer and hit the small red x button on the right.

When developing a route I delete the default Water Effect Layer and only recreate it (or them) after all the terrain work has been completed.
 
Thanks pware...that worked. But I have to ask again....why did this just start? I have never had this problem before.....in either 19 or 22 or 22PE.

I only ever see it in Trainz Plus when I create a new route and the baseboard is at the default height of 0m, but I cannot recall when it first appeared. I have TRS22PE but never use it for route development, only testing.

It is a minor annoyance but no matter what height it defaults at there will be some height where it will conflict with the ground to create the flicker but that is easily cured.

On the plus side I do like the ability to add multiple water effect layers each with a different colour (muddy, ocean blue, algae green, etc) and surface effects. With the old legacy water you had a choice of one colour and one surface.

I came across it when I used an existing scrapbook asset. The scrapbook asset was trees and grass but apparently also contained a water effects-layer which I deleted and everything was backed to normal.
