What is the meaning of "Content is invalid" in Download Cart?

I have TS12 and TS10, but am attempting to use DLS for my TS12, which is build 61388. I selected a few locomotives from the DLS and added them to my DL cart. Each of the locos shows the message "Content is invalid".

I chose to download the items anyway by clicking the download button on the DL cart browser session. I do have an FCT, so that is not the issue.

Content Manager screens opens, and I choose to start the download.

Content Manager says that the locos, assets, are downloaded, with no problems reported.

I can then open a route or session and add one of the just downloaded locomotives, and I can move a driver to the loco, and I can drive it around with no apparent problems.

So why, pray tell, do you suppose I get the "content is invalid" message in my download cart? Is this a false message? Do I have something set up incorrectly? If so, what might that be? If something is invalid how could I tell what is invalid?

There is some kind of complicated tech reason but the short answer is it doesn't work.
I don't know why it still there.
