Not a stupid question in any shape or form
In most cases No as it depends on the author as to the item having a fuel and water requirement or not
There is water and fuelling station built into trainz found under the objects tab and you can also find additional item on the DLS if you have downloaded Restormal Castle you will already have some of these items and they can be found clearly indicated on the built in map

Water & coal

Hi benno93,
To find out if it needs water and coal, open the rollingstock tab, click on the questionmark icon (bottom right) then click on the tender. If it requires water and coal you will see the present levels in the form of sliders in the panel. If there are no level sliders given it will not need to be filled.

In cab control mode steam locos that use a steam-engine spec have to have fuel and water to run. These are carried in the tender or on the loco if it's a tank loco. When they run out of fuel you can continue on until the boiler pressure drops to the point it won't propel the loco any more. Some specs are more accurate that others in how long this will take. If the water runs out the power output just ceases right away - you'll drift to a stop. In either case you eventually have to push the loco to a coal/watering station to make them usable again. All steam routes should have them as they are needed. It's always best to check how much fuel and water you have just in case the loco's creator thinks the 1st thing the driver should do is fill up the tender. They don't all start with a full load.

In dcc mode they consume fuel and water but don't need them to run - they just keep running.
