You might try lowering your internet page security ONE notch in the "Tools" drop down box and see if that helps. I have a 64-bit Vista machine also, but run TRS2004 on it with no problems like you describe. I use a security setting of "Medium-High" and the "Enable Protected mode box is "[x]" checked. Good Luck. You have to keep plugging away and try different things.
