I recently uploaded several electric locomotives to the Download Station with a brakeman riding on the platform. It's done with a mesh attachment point.

There is also an oversize steel plate carrier that I uploaded a couple of days ago that has a load attachment point for a brakeman.

At least one of the Chinese diesels that comes built-in to TS12 does the same.
