Unloading All Cars?

I have a layout I'm working on that includes a freight from Forestry, where it picks up logs, to a Lumber Yard where is drops off the logs and loads wood chips and lumber to take elsewhere. Behind the loco are five log wagons, two flatbeds and then four chip gondolas. It picks up the logs but "overshoots" the drop off on the lumber yard so that the first two log wagons after the loco don't unload. the rest do. It picks up the two flats of lumber but then fills three of the four chip gondolas, leaving the last car empty.

I want it to completely unload. Any ideas?

Put a speed limit down on entry to the mill, say 8 mph. Don't forget to place another at the exit to main line speed.

How do I do that? I am a newbie. I was wondering how to set speed limits and also how to install signals.

Any changes have to be made in surveyor, speed signs are in the track section, middle option. If you don't like the look of them you can use invisible ones, signals I think are there to.
 
I'm using Surveyor (it's a layout I'm creating myself from scratch). I see a bunch of speed signs for kph but only a couple for mph. I set the units for imperial in my set-up but still have a bunch of European metric stuff in that menu. I don't see an 8 mph option. I did download one I found from Download Station, so I will try that when I get some time.

I had done some experiments with signals early on, but they just stayed red regardless of if the track was occupied or not. I'm just looking for a basic trackside US-style signal. Any suggestions?

For 8mph use 10kph or near.
When you place a signal it will stay red until a train approaches, put a wagon in front of it and it will change, if it stays red hover the cursor over the red light and read the message (line ahead unsignalled for instance).
Don't put lots of signals down, just enough to keep things flowing.
