This usually means that what you are after is for a higher version. Also sometimes clearing the downloads and trying to download again will fix. Or try at a later date as the problem is server overload.
I have found lately that when you get the red bar on the asset in the downloader, I click on it and when when it says try again and it will then download....thejoys of Trainz.
