No idea, I stumbled upon the pics while looking at La Veta Pass. Might be going to Rio Grande Scenic Railroad I suppose though I doubt they could manage the turns on the pass itself.

There are three other pictures in the set including one of the tenders, #20 is from the Grand Canyon Ry. I can't make out the road for #18.

There are some nice pictures of the Durango and Silverton NG on there too.

That picture seems to be from a few years ago, probably around late 2008. I say this as the Rio Grande Scenic began running #18 (which had previously been on the Mount Hood RR for about two years before) at the end of 2008. It is probably pictures of them being delivered.
