Tunnel Puzzle

While looking around bridgehunter.com (great site) I found a bit about the "MILW Amphitheatre Tunnel" in Chouteau County, Montana, and was wondering what in the world happened to it. it looks like it was partially daylighted, but I cant understand why the MILW would be doing that when its accounting department was falling a apart. Was it the work of the owners after the railroad abandoned the land? or maybe a test bed or something?

The tunnel was daylighted prior to 1980, so Milw had to deal with the costs of keeping their line open despite a costly tunnel collapse.

When ever I see a daylighted tunnel in Trainz I put it back in, something you can't do in real life

At Spruce Creek PA the old tunnel was abandoned after a collapse on a coal train, from unstable earth, as was the Galitzin bore which was cinder blocked up to keep railfans out and local critters (like black bears) who would hole up in the mouse hole
