TRS 2009 content made to 2009 standards only?

TRS 2009 content making must be made to 2009 standards only?
This is a general query/discussion not a statement!

Just been browsing the trainz 2009 dev site with the various posts and blogs, etc.
I don't wish to register on a new forum etc, or get that involved, so this is more of a general thread/discussion.

Just a bit puzzled regarding content making using trs2009.
Will all content made have to be to 2009 standards.
By this I mean currently you can make content say for TC3 now and it shows no errorrs
in CMP and you can get it into Surveyor. However if checking or updating with CCP to TC3 standards
several "errors" may show. Then if you try and correct the so called errors the item could possibly then
not work at all or as intended.

So will 2009/2010 versions have options in content making as regards textures, or whatever or be restricted
to forcing content to be made with a particular method.
Perhaps nor for 2009 but say for 2010/2011, with the "older" methods phased out. Also there is content made for the DS, and content made for oneself which can be different in requirements.
There seem to be different ways at looking at this question as more complex methods are not necessarily
the best way for all concerned or for all content creators.
Will the older methods, tried and tested, of content making gradually
be made invalid.

At first appearance making everything to new standards, improving the game, etc, etc, all sound fine but
is it? Of course many improvements can be made with new methods and new texture methods, but old methods in my opionion are/can be just as valid depending on requirements and what is being made.

Another example, although not related, is dual and quad core processors which were much hyped, and seem to be mainly useless as only a fraction of the multiple core is utilised by many games/simulators.

Content that is made to TRS6 standards and is error free will work in 09 it will just look bad next to 09 content.
 
It's like this:

Imagine living in the outback with just your ugly wife. Now, she's a good wife but she scares the dog first thing in the morning. Now you get use to her and after a while she even starts to look good to you. But then one day you take her to town and pow life on the ranch just isn't going be the same anymore.
