No.
Unless you made it or have the original mesh and the creators permission to use it in a different Simulator.

No, not possible, unless you have the original files from the author or own the original files that contains the content you produced.

The reason being is that Railworks requires a lot of different functions in the files that Trainz doesn't have and vice versa. I know from my experiences of trying to export my own content from Max to Trainz/Railworks, both exporters (As they covert the file I produced into a suitable format) have different requirements, like trainz will happily accept any so called materials (with the older exporters) and export the model happily. In railworks, if you don't use a material that has a specific parameter with their own plug in's, it chucks it out the window and refuse to deal with the file.

You COULD write a program that changes this, however, A) it would take you absolutely ages to write and you would need to have knowledge of both simulators, game engines and how they accept content. B) Legal issues, which means that if you did do it and used other authors work, which others have tried and claimed it as their own, you could end up with a very nasty court case which you could range from fines to imprisonment, depending on the crime and the outcome. So you need to ask yourself, is it worth it?

Now, I know you just asked one question, however, I also added a few points before you ask anymore (as some people ask can it be done, how, etc.) and then you have to explain more. I know someone has tried it, with trying to pass MSTS content as his own and he got caught out very very quickly.

louie what youre asking cant be done. thats like saying "can i put the camaro from gta iv in halo"

you might as well make it yourself

I don't think you quite understood the question the 5wes is for trainz 2004 but can I download it for trainz 2009

Sure
nothing wrong with that as long as it will import and run okay. It might have faults that have to be fixed for it to run in 2009 since it was built for 2004 which had a less strict error checking mechnism.

Yes, the Wessex Electric (ahh, lovely units!) can be used in any TRS version up from the one it was designed for, so TRS2004 to 09, yes, 10 yes, 12 yes. TRS2004 to UTC, no! Well, technically, it CAN be done, but there are other issues like the EULA to deal with and what Auran say. Plus a straight forward conversion is out the window as most models after UTC use a different file format. Ironically, UTC does understand the file format, but not for train cars, they use a specific format. Plus changes to the config file and the like.

End User Liscence Agreement.

ie Dialog comes up, "If you want to install this software, you must accept the terms listed in this big long scrollable piece of text" Choose Yes or No. Yes lets you install and use the software, No kicks you back to the desktop and stops installation.

A bunch of 3rd party Trainz content is protected by the GNU General Public Liscence, can be found at http://www.gnu.org/copyleft/gpl.html.

Ah, if only it were so. Much of the freeware Trainz content around seems to be proprietary (i. e. non-free) software. Not necessarily a good thing (*runs for cover*), but it is nevertheless a choice made by the creators of that content.

At least whatever junk I make for Trainz is free software. Cheers to the other content creators I have seen whose content is free software.

Retro.

Too much info causing confusion ;)

You can download whatever you like from the DLS you only need to worry about licences, say if you reskin anything and want to release the reskin. Then you would normally have to get permission, I'd personally still ask even if the licence allows it, it's good manners. You can do what you like on your own PC though.
