so basically in 06 Thomas engines the body is a .im file
An obvious question to ask is how are you going to use this mesh? Remember the mesh is covered by copyright and, unless the creator has specifically given written permissions, cannot be modified or redistributed. So, for example, you cannot modify the mesh to fix any issues that may be present and release a "fixed" version.

uh I have permission to mesh edit the model, it's an Si3d model, which I'm sure many poeple have mesh edited before
 
Well, if you have permission, the most logical thing would be for the Author (the owner of the mesh ,in this case Sodor Island) to directly provide you with the 3D file (Blender or Gmax), since the IM will be of little use to you.
Since you are new here, I must tell you that requests for meshes or models are not very well received.
On the other hand, trying to convert IM to any other format is considered reverse engineering / in other words, piracy.
 
I think there are some people who have zero knowledge of 3D modeling and animating and importing into Trainz .im format. They just want to modify an existing model. I don't think there is an easy way, other than using attachment maker and adding things like bell, headlight, etc.
