See the link in my previous post for N3V's response on the matter. The one thing that really annoys me is when a spammer bumps a thread just to post spam, or when someone posts something that is totally irrelevant to the thread. The problem is that it's an all or nothing approach - should irrelevant/spam bumps be left as they are?
Perhaps I can be a bit over the top, but I do care on how the forum is run - it's probably a trait from my Aspergers.

As has been pointed out, you are not a moderator on these forums, and as such you cannot make decisions on what is or is not an appropriate post. As per my post that you have quoted:
A check of this thread shows that the post that 'bumped' the thread is reasonably on-topic (albeit a light hearted reply to to the topic, but one which, in a sense, is a valid idea).
If you do think a post is off-topic, or inappropriate, then please report it. Again, it is not your place to constantly tell other members not to bump threads, as we do allow this so long as it is reasonably on-topic (and in this case, I would say that it is within this - there is no hard and fast rule, so as to give a bit of leeway on this).
