Trainz 2010 and Classic Cabon City; Can it be Done

I am in the UK and have the installation disc for Trainz 2009 WBE and the setup files for TS2010 : EE and Cabon City. I have tried EVERYTHING, including installing 2009 first, then the add-on before installing 2010, but it, even when I tell it (Cabon city) to, it won't install to 2009 OR 2010.

Somebody help me:'(
