trainz 2009 world builder edition

If your into creating your own layouts, worlds, routes, the WBE (World Builder Edition) is defenitly for you. If you like to drive the trains than I would advise waiting. There isn't much new content in WBE.

If your into/want to do layout building, then you'll need WBE as engineer edition, according to the 'old' new for it, won't have surveyor. If you make custom content, then you should get WBE so you can get used to the new features.

As above, WBE doesn't have much new content. But, that said, EE isn't likely to be released any time soon... It was originally meant to be released early this year (by mid Feb if I remember right...), but since it is taking a long time to get custom content (especially trees) made for 09, this has been delayed.

I would suggest getting WBE now, whilst it is still at the lower price. If you don't like it at first, put it on the shelf. Then, when EE is released, at least you can install WBE and then have EE update it to the latest, with the new content, but still with surveyor :)

Does anybody know if the world builder edition is better than the engineers edition before i do some shopping?

Seriously, if you want to build, WBE. If you want to be like 'being on a golf course' and "driving", EE will be the edition for you.
If you want to "build" and "drive", get them both... You'll help keep the big "A" in business, & eventually get to enjoy TRS XXXX (2012 ).
