Trainz 12 Content Manager Crashes Game

My son has Trainz 12 and we just got him a new gaming computer. For some reason, anytime he clicks on "Content", it crashes the game. We re-installed the game again and it still didn't work. If it's a firewall issue, does anyone know what I would need to add to the exceptions within the firewall? (I hope that makes sense...) Any other ideas what the problem may be? Any help would be greatly appreciated!

If it's Windows 7, 8.1 or 10.
Could be either or both of the following.
1: You need to add Directx9c or rather the bit's that Microsoft omitted to include in DX10,11 and 12.
Need to use the full redistributable download not the web installer which won't work in Win10, yes it's perfectly safe to do this.
Use the Microsoft download https://www.microsoft.com/en-us/download/details.aspx?id=8109
2. Need to Make sure the Graphics drivers include OpenGL which is required for Content manager, irrespective of if you use it in game so download the drivers from the graphics card manufacturer site as in AMD or Nvidia.
