My 'specific' question is... How can I add 'foliage' and get bridges to actually work?

As for bridges, I have had a play around and can not work out how they actually work, if I do the track first, and then lower the ground the track goes with it... So I presume I need to lower the ground and then add the bridge?
 
Set your bridge to whatever height you require. Attach the track to the bridge. Use the Advanced Tab in the Track rollout and select 'set track height'. Tap the track at some point 'tween the last two spline points attached the bridge. That will set the ground height to the track.
As for trees,.....well;........you just sort of pick 'em and plant 'em with the curser and left mousey thingy................
Then you sit back and take a breather................and enjoy your creation!

As pointed out by Steamboateng, the majority of assets within Trainz can have there height adjusted from within the 'Advanced' setting either by entering a value in the appropriate box or by using the mouse. Often fine adjustment can be made by holding done the 'Shift' key while moving the mouse.

Foliage looks best when it is a mixture of suitable assets, combined over an appropriate painted background. Peter
 
Trainz 'Surveyor' is a combination of tools which you might want to experiment with.
When I am creating a route I see 'Surveyor's' elevation, painting and asset selection tools as a 'palate';..........your imagination and creativity do the rest.
