To tell you the truth, that video is WAAAAAY old. Since then, those tracks have been fixed. It was a temporary fix they had until they could install the new rails.
Hope that clears it up.

Ah, I already watch this like 1 month before so they could be dangerous and trains have deliever the heavy equim of cars like wide and unloading over ton can be cause be snap of rails! So that risk
