The Wait Rule in Conjunction with the Set Signal Rule

I have been trying to achieve a situation where an approaching train has set the "Set Signal" rule to Danger to stop a train from proceeding in the opposite direction on a single track. I have set up a directional trigger to activate the signal to danger and in the session have stepped in a Simultaneous List rule stepped in a Wait for 30 seconds rule and stepped in a Set Signal rule to automatic. However once the train has passed a trigger to release, the instructions will not pass the Wait rule and so the signal never gets re-set. The reason for trying a Wait rule is the approaching train passes across the waiting train on a junction. I have only been able to make this work if I set the wait interval to 5 seconds (but this is not enough for the train to cross over). Any other figure just hangs.
Can anybody explain this and offer a solution. Have I got the right sequence of step-ins ?
