Suddenly, I have two layers of water.

One layer I can edit (the original) the other appeared suddenly and is immoveable, cannot be deleted and has flooded the countryside.

Help and advice please.

Check your Effect Layers in the Layers Palette. It is probably a water layer which you can delete from the Layers Palette.

Thank you for the rapid response, which fixed the issue - I didn't know anything about effect layers, but now I do.
