Steam Simulation Broken?

I've noticed for a while that Steam Locomotive Simulation seems to be a bit borked, for some reason when I dont have a Steam Locomotive selected The Coal or Water levels will rise up without any input from me, especially when I switch from driver to surveyor and back, is there a workaround to this? its a bit annoying
 
A few questions to help me understand this situation.

"Steam Locomotive Simulation" is what? A route, a session, (or all routes and sessions), a locomotive (or all steam locos)? A <kuid> value, if it is applicable, would help here.

Is that the levels in a locomotive or in an industry asset such as a coal/water tower?

Which version of Trainz do you have? Are you switching between Driver and Surveyor using the UDS (found in TRS19PE, Trainz Plus and TRS22) or by manually switching via the Surveyor and Driver screens?

"Steam Locomotive Simulation" I'm talking about how Steam Trains work in Cab Mode when your manually firing them, and for the other two questions yes im referring to the levels in the locomotive itself, I'm not quite sure what you mean by UDS, I just use ether the keyboard shortcuts or the onscreen buttons under the tools menu on the top left of the screen

"UDS" being "unified driver-surveyor", something only the latest versions of trainz have.

ditto the questions pware asked- is this happening with a specific engine? which version of the game is it happening in? (t:ane, trs19, trs22, trainz plus, etc.)

oh sorry, I missed that one, its TRS22PE, and thank you, as for the locomotive I've only seen this happen on some of K&Ls stuff like The C&O Greenbrier, Frisco 1522, CB&Q 5632, And The Reading T1 Pack
