You don't state where you are located, but if you are living in a warmer part of the world, your computer maybe affected by the heat. I say this because you stated that you didn't have this problem before.

Have you cleaned your computer out recently? Removed the dust bunnies from the case and fans? Cleaned the heat pipe or fan on your CPU and video card. The old 2100 is a lower end card, but this is a bit extreme and sudden as though something has changed.

Better than some by a bit. Try downloading/installing dx9c again.

I have DX11 b/c DX9 installs faulty all the time, I also prefer OpenGL.

Indeed. A good defrag is a good thing. I do that very often when building and running, just never thought of mentioning it. The EDR, or even a QDR will help because it reindexes the database. There should be a way to do that without having to resort to a DB repair routine. I used a database manager once that had that as a separate routine which we'd run periodically to speed things up.

You have to have dx9c installed for trainz to run even if you have dx10 or 11 .

You integrated video chip will just not do the job, you really need a proper video card, preferably a PCI one. Either a new nVidia or ATI card would do the job, just make sure your power supply can handle the cards power requirements. Following that I would get a better motherboard, CPU and more RAM.

All depends on your budget of course.

Amtrakwannabe, there's no way around this issue: you need a new computer. Your graphics card was released in Feb 2007. If you're getting 3FPS at minimum sliders, no tweak in the world is going to help you.
